General Overview

I highly recommend reading the linked article on how PokeSpots work in the original games.

Every hour, players will receive bait that can be placed at a PokeSpot to attract pokemon. When players place bait at a PokeSpot, a cake block will appear at the PokeSpot that represents the bait they’ve placed. Only the player can see their own cake block; it will appear different for different players.

Eventually, their bait will attract a pokemon, and they will be notified via chat. At this point, the pokemon will quickly consume the placed bait. Once all the bait has been consumed, the pokemon will leave.

The pokemon encountered at a pokespot will have good IVs, and can potentially be a rare pokemon or legendary. The actual pokemon able to be encountered can be configured per PokeSpot, as well as their encounter odds.

Ideally, players will frequently use PokeSpots to encounter rare pokemon with good IVs. This will bring them to spawn often, where the PokeSpots can be found.
